Historical Background
Grommet flags were made for halyards, and for most of their history they were tied to a plain pole with cord or wire. The flag fastener solved the problem for the house pole and the parade pole: it grips the pole and hooks the grommet, so the flag stays put and can be swapped in seconds. The Flag Code asks that the flag never touch the ground; a fastener at each grommet is how a flag on a bracket pole stays up where it belongs.
