The Central Intelligence Agency is an independent, civilian intelligence agency within the executive branch, established by the National Security Act of 1947. Its mission is to preempt threats and further U.S. national security objectives by collecting foreign intelligence that matters, producing objective all-source analysis, conducting effective covert action as directed by the President, and safeguarding the secrets that help keep the nation safe. The CIA is one of the 18 organizations of the U.S. Intelligence Community, which the Director of National Intelligence oversees.
Choose Your Options
Every Central Intelligence Agency (CIA) Sewn Flag is made to order, so tell us how you want it built. These are the choices.

- Mounting: A pole hem is a sewn sleeve along the hoist edge that slides over an indoor or parade pole. A pole hem with fringe adds gold rayon fringe on three edges, the traditional ceremonial finish. Grommets are brass rings set into a canvas header, the standard finish for an outdoor flagpole.
- Single-sided or double-sided: A single-sided flag carries the design on the front only; the back is blank. A double-sided flag shows the design on both sides and is built one of three ways:
- Double-reverse: one layer of fabric, so the appliqué shows through on the back in reverse. The lightest build.
- Double-paneled: two panels sewn back to back, so the design reads correctly on both sides. The heaviest build, and it needs the most wind to fly.
- Single field, double seal: one field with the emblem on the front and a second emblem tacked to the back, so the seal reads correctly from either side without the weight of two panels.
- Sewn construction: Each color of the emblem is cut from fabric and appliquéd to the field with a satin stitch. Lettering and fine detail are embroidered with a fill stitch. The result stands in relief and reads across a room.
- Size: 3x4 FT, 3x5 FT, 4x6 FT, 52x66 IN. For another size, give us the finished width and height you need.

Historical Background
The CIA grew out of the Office of Strategic Services of World War II and the Central Intelligence Group that followed it. President Harry S. Truman signed the National Security Act of 1947, which established the Central Intelligence Agency, and Roscoe H. Hillenkoetter became the first to lead the new agency. Two years later, Truman signed the Central Intelligence Agency Act of 1949, which among other things provided for an official seal. As the agency grew, its employees moved from offices in Washington, DC to a new headquarters in Langley, Virginia.
In 2004, the Intelligence Reform and Terrorism Prevention Act changed the role of the Director of Central Intelligence and established the Director of National Intelligence, who oversees the 18 intelligence agencies, including the CIA.
Work on the seal began in July 1949, when the agency invited employees to submit designs. The U.S. Army Heraldic Branch, today's U.S. Army Institute of Heraldry, completed the design by December 1949. Director of Central Intelligence Roscoe Hillenkoetter selected it, and President Truman gave final approval on February 17, 1950.
