Historical Background

Flag officers take their title from the flag: an admiral’s personal flag flown from the mast marked the ship from which the admiral commanded. The Navy has used white stars on a blue field for line flag officers since the nineteenth century, with the number of stars showing the rank. Two stars mark a rear admiral, the upper half of the rear admiral grade. Afloat, the flag flies from the flagship; ashore, a rear admiral flag stands in the admiral’s office and at ceremonies. The Navy governs the design and display of flag officers’ flags by regulation.

Staff corps officers, such as those of the Medical, Supply, and Chaplain Corps, fly the reverse: blue stars on white.
