Personal flags for general officers date to the nineteenth century, when a commander’s flag marked headquarters in the field. The Air Force inherited the practice from the Army when it became an independent service in 1947, and it reversed the Army’s colors: where an Army general’s flag carries white stars on red, an Air Force general’s flag carries blue stars on white. One star marks a brigadier general, the first general officer grade. The Air Force sets the design and use of these flags by regulation.
